      近年发生的多起重大突发公共卫生事件,如非典型肺炎疫情、中东呼吸综合征疫情、三聚氰胺奶粉事件、疫苗造假事件以及近期新型冠状病毒肺炎疫情等,严重危害了人民健康和生命安全。随着互联网、云计算和物联网技术的成熟,医疗卫生信息化的广泛普及,使得医疗卫生相关数据迅速积累。本文以人口近千万的地级市——邯郸市为例,研究如何有效利用大数据资源、最新医学研究成果以及现代人工智能技术手段,创建涵盖疫情实时预警、分析研判、资源调度以及决策指挥的信息化联动体系,在后疫情时期为政府提升精准管理水平、有效防范处置突发公共卫生事件发挥有力支撑作用。
英文摘要:
      The public health emergencies occurred in recent years, such as SARS and MERS epidemics, melamine-contaminated milk power event, vaccine fraud event, and recent coronavirus disease 2019 (COVID-19) epidemic, which seriously threaten the health and life safety of people. With the maturation of internet, cloud computing and internet of things, as well as the widely application of healthcare informatization, the healthcare data are accumulating rapidly. In this study, we take a 10-million-population scale city - Handan as an example, to study how to make efficient use of massive big data resources, recent medical research achievements and modern artificial intelligence technologies, to create an informatics linkage system involving epidemic real-time pre-warning, analysis and judgements, resource scheduling, as well as cooperative decision-making and command, and provide support for the government on improving the precise management level and efficiently preventing and dealing with the public health emergencies in the post-epidemic era.
